Requirements for international tourism have yet to be standardized and vary with citizenship and destination. To add to the confusion, passport and visa laws change often, and certain forms of identification vacillate between mandatory and unacceptable. It is common for tourists to be confused as to the requirements, but border patrols are not known to be forgiving, so some research in advance of a trip is necessary.
Flying Directly From Canada

You are technically not required to provide a passport. However, it is advisable to bring a passport if you have one, because Mexican immigration authorities use it to expedite passage, and this will help eliminate delays and frustration. Your airline may even refuse to board you if you do not have a valid passport.

If you do not plan to carry a passport, you are legally required to bring one valid photo I.D. AND either a Canadian birth certificate or a certificate of Canadian citizenship.

Flying From America

If you are flying to Mexico via the United States, you must provide a valid Canadian passport.

Arriving by Land or Sea

As of June 1, 2009, citizens of Canada must present one of the following documents when arriving by land or sea:

Valid passport
Free and Secure Trade card
NEXUS card
EIC or EDL (where approved and implemented)

If you are 18 years of age or less and are traveling with a school/organized group (under adult supervision and with the consent of a parent/guardian) or are 15 years or age or less, you require only a birth certificate or a Canadian citizenship card.
