As you might imagine, there is a difference between bus drivers and bus operators. The phrase "bus operators" refers to the company that directly owns the bus you are chartering or renting. Bus operators are responsible for every last thing about the bus. This differs from the responsibilities of most bus drivers who are only responsible for getting you where you are going and then returning you to your starting point.
Bus operators are most often the company that you deal with directly when you rent or charter a bus. Sometimes there is even a separate company name that is associated with the bus operator and another that is the company that you rent from. This is simply a business arrangement and shouldn't affect the quality of your service.

When a business arrangement like the one mentioned above exists it could also mean that the company renting to you is not actually associated with the bus operators that own the bus you are renting. It might be that your bus is rented to you through a third party broker of sorts. If this is the situation you are finding yourself in, don't worry.
No matter how many people are involved, they'll still be interested in making you, the customer, happy. That said, it can't hurt to do your research. It's always a good idea to check out all you can about a company before giving them your money. Do a search on the Internet and see if others have had good or bad experiences with the company. As with most things, the more you know, the better.
